NJR is a dedicated team of experienced response professionals.

Our team consists of both full-time employees and a cadre of contracted response professionals we have engaged for many years. Our large contractor network is made up of personnel who are well respected experts in their field with whom we have direct experience and who are familiar with our standards and expectations.

Nicole Franks

Ms. Franks has over 30 years of professional experience in environmental regulatory compliance and emergency response planning, training, and exercises. She has designed and executed many large (300+ persons) and smaller focused emergency response exercises for all types of facilities and vessels around the globe. She designs tailored training courses in various aspects of emergency response including the Incident Command System, and is experienced at training different audiences from facility operators to emergency responders and company executives.

She has also developed a multitude of response plans for petroleum industry clients, including terminals, tank farms, pipelines, and tank/non-tank vessels. Thirty years ago, Nicole founded NJ Resources, the recognized expert in emergency response preparedness in the petroleum industry.

Monington Van Gonten

Monington Clark recently graduated Magna Cum Laude from Texas A&M University. Her skills in communications, organization, and marketing have made her an ideal fit as an Emergency Response Coordinator. She has a wealth of experience  through multiple internships across the Gulf Coast that have helped prepare her for her role.

As an Emergency Response Coordinator, Ms. Clark develops and manages training, assists with the planning and facilitation of exercises, and responds to emergencies as needed. Her previous experience allows her to communicate with a wide variety of stakeholders, ensuring that emergency preparedness and response principles are effectively implemented throughout a team or organization.

Keely Fitzpatrick

Ms. Fitzpatrick brings over a decade of experience with a diverse background supporting the spill response industry.  Beginning her career in management consulting, she transitioned into an emergency response position supporting a deepwater well containment company in the US Gulf of Mexico.

In this role, her focus was to enhance industry wide preparedness efforts by working with operators, government agencies, and other industry partners to define and institutionalize new standard response practices for subsea incidents.  She conducted trainings and developed exercises, both internally and in conjunction with member companies, to ensure readiness and effectiveness in response strategies. Ms. Fitzpatrick also served as Deputy Planning Section and Deputy Operations Section Chief on the organization’s Response Team. More recently, she supported a large US Oil Spill Response Organization (OSRO) in both Customer & Government relations capacity, as well as an internal business performance consultant.

Larry Ryan

Larry Ryan has over 20 years of professional experience in emergency environmental response. His GIS training and on-water response background provide a unique skill set that informs construction and delivery of common operating pictures, crisis mapping, trajectory modeling, and other situational awareness tools for exercises and real-events. He has showcased his organization and management expertise in numerous GIS projects throughout the United States (including Alaska and Hawaii) and internationally in Argentina, Brazil, Canada, Denmark, Hong Kong, The Netherlands, The Philippines, Hong Kong, Singapore, and Australia.

Larry gained valuable response experience as a vessel master and responder in the Gulf of Mexico during Deepwater Horizon, Hurricanes Katrina and Rita, and multiple spills and on-water exercises in Washington, Oregon, and California. He was the Project Lead for a state mandated Wildlife Rehabilitation Response Project, assisted with a feasibility study for GIS application to oil spill response readiness and logistics, and performed a Geographic Response Plan Reconnaissance and Evaluation in Puget Sound. Mr. Ryan holds a BA from the University of North Texas and GIS Certification from the University of Washington.
