NJ Resources, Inc. and Arc Terminals conducted ICS refresher training and exercise in December 2016.  This year the Willbridge Worst Case Discharge Functional Exercise, conducted at the Clean River Cooperative, was preceded by a full day of Incident Command System (ICS) refresher training focused on understanding and execution of a response in accord with the terminal’s Facility Response Plan (FRP), the National Incident Management System (NIMS) and the Incident Command System (ICS), and the Northwest Area Contingency Plan (NWACP).  Also, the exercise successfully demonstrated the ability of the Arc Terminals Emergency Spill Response Team (ESRT) to integrate with federal, state and local governmental agencies to form a Unified Command (UC).

The exercise was designed and conducted in accordance with the State of Oregon Department of Environmental Quality Guidelines for Designing and Conducting Oil-Handling Facility Spill Drills & Exercises and with U.S. Coast Guard (USCG) National Preparedness for Response Exercise Program (PREP) Guidelines.  In addition to PREP, the team was successful in drafting a stakeholder engagement program and a plan to transition command posts.
